Biography

A sociologist and graduate of the School of Political and Social Sciences at UNAM. He founded D.E.C.A. Equipo Pueblo and served as its executive director from 1977 to 2006. Since 2006, he has been the founder and executive director of Iniciativa Ciudadana para la Promoción de la Cultura del Diálogo, A.C.
He has served as a consultant to several international cooperation agencies, including the Dutch agency NOVIB, Canada's Development and Peace, the French Catholic Committee, and various United Nations agencies. He was the Federal District government's delegate in Iztapalapa from December 1997 to March 1999, and has sat on the advisory boards of several universities, international organizations, and federal and local agencies across Mexico.
He has published more than 100 articles on civil society and nongovernmental organizations in specialized journals in Mexico and abroad. He is editor in chief of the monthly online magazine “Brújula Ciudadana.”
He has taken part in a range of efforts to build citizenship, including bills and enacted laws on civic participation. Among them: the bill to reform the Organic Law of the Mexican Senate (2006), the State Reform Bill (2007), the Law on the Rights, Protection, and Support of Migrants and Their Families (September 2009, Morelia, Michoacán), and the Law on Hospitality for Migrants and Their Families (August 2010, Mexico).
