More Transparency, More Oversight and Accountability in ICE Operations
Washington, D.C. – July 9, 2026. The death of Lorenzo Salgado Araujo, a 52-year-old Mexican man killed by an ICE agent during an operation in Houston, Texas, cannot become just another case file. His family deserves the truth. The community deserves transparency. And any action by an authority that results in the loss of a human life must be subject to the highest level of review, oversight, and accountability.
In recent days, LULAC has led a significant community response: it launched a public petition demanding a complete, independent, and transparent investigation; called for all available evidence—including videos, communications, and testimonies—to be preserved and made public; and opened a support fund for the Salgado Araujo family that has received a broad response from the community.
Lawmakers, local leaders, and civil society organizations in Houston have joined this call, demanding the release of evidence and an independent investigation. The family has disputed ICE's initial account, while federal authorities maintain that the agent acted in self-defense. The case is currently under investigation by the relevant authorities.
The Government of Mexico has also announced diplomatic and legal actions to demand clarification of the facts and to protect the rights of its nationals in the United States. This step is necessary and deserves support.
The response from civil society, the family, organizations like LULAC, and the Government of Mexico shows there is broad consensus on one immediate demand: truth, transparency, and justice.
The next step is to ask what institutional changes can emerge from this case to strengthen accountability when an immigration enforcement operation results in the loss of a human life.
With that in mind, Fuerza Migrante puts forward the following public policy proposals:
1\. Mandatory activation of an independent review in cases involving lethal use of force
Every death during an immigration enforcement operation should trigger a technical, independent review covering the use of force, agent identification, body cameras, internal communications, evidence preservation, medical care, and compliance with protocols. The goal is not to replace official investigations, but to strengthen them with an assessment that can identify failures, correct practices, and prevent each case from being reduced to an institutional account with no external review.
